The Australian government unveiled plans two months ago to impose a tax on carbon emissions from July 2012, before moving to a carbon trading system from mid-2015. "Australia's decision to put a price on carbon emissions is, in our view, an important step, both environmentally and economically," European Commission President Jose Manuel Barroso said on Monday after talks with Australian Prime Minister Julia Gillard in Canberra.

"The cost to install solar panels has reduced substantially since the Solar Credits mechanism was first announced in December 2008, driven by a strong economy, a high dollar and falling technology costs," Mr Combet said. The commercial building sector currently accounts for about 10 per cent of Australia’s total greenhouse gas emissions. "Improving the energy efficiency of buildings is one of the fastest and most cost-effective ways to reduce Australia’s carbon emissions," Mr Dreyfus said. "For every one-star increase in an office building’s energy rating there is an estimated 15 per cent saving in energy costs per year." Mr Dreyfus officially launched the program at the Pixel Building in Melbourne, Australia’s first carbon neutral commercial office building.

Claims that energy efficiency ratings of houses are flawed because they do not account for the behaviour of households are unfounded as NatHERS ratings are usually completed before a house is constructed. So it would be impossible to rate the behaviour of the occupants, such as their lifestyle and appliance choice. Since heating and cooling typically account for only around 40% of household energy use, NatHERS ratings will not accurately predict total household consumption. The other main sources of energy use in homes are lighting, hot water and appliances.

The Building Energy Efficiency Disclosure Bill to implement the Commercial Building Disclosure scheme was passed by the Australian Parliament on 24 June 2010. It is anticipated that the requirement to disclose information will commence around October 2010. The Government will make this date known and finalise the regulations of the scheme in the coming weeks. Minister for Climate Change and Energy Efficiency, Senator Penny Wong, has welcomed the passage of the enhanced Renewable Energy Target and Building Energy Efficiency legislation through the Parliament.
