To capture the progress that is being made towards a decarbonised built environment at the national level, RICS commissioned the Environment Institute at University College London to develop a new index: the Global Zero Carbon Capacity Index also known as the ZC2 Index. The purpose of this index is to highlight which countries are developing the capacity to make progress towards the aspirational goal of a zero-carbon built environment.

The Building Energy Efficiency Disclosure Bill to implement the Commercial Building Disclosure scheme was passed by the Australian Parliament on 24 June 2010. It is anticipated that the requirement to disclose information will commence around October 2010. The Government will make this date known and finalise the regulations of the scheme in the coming weeks. Minister for Climate Change and Energy Efficiency, Senator Penny Wong, has welcomed the passage of the enhanced Renewable Energy Target and Building Energy Efficiency legislation through the Parliament.

Presenting ETP 2010 in Washington DC, IEA Executive Director Nobuo Tanaka said “after sowing the seeds for such a revolution in our last edition in 2008 by demonstrating that greater reliance on low-carbon technologies can transform the way we produce and use energy, ETP 2010 now highlights the first ‘green shoots’ of what could become such a fundamental change.” But he emphasised that current developments are still fragmented and fragile, and the rate of progress is still far too low to prevent dangerous increases in global temperatures. The German Minister of the Environment, Dr. Norbert Röttgen explains: "As a result of the BMU providing equity capital and hence taking on some of the commercial risk, we are creating the necessary incentives for private investors to take a stake with outside capital. As a result, through intelligent use of comparatively small budget resources, we are able to raise significant overall capital for international climate protection."
