Over the years, different approaches and indices have been used to define indoor air quality. The most frequently used, recognised by the public, and equated with indoor air quality are, of course, ventilation rate and concentration of carbon dioxide. Other approaches define the levels of dissatisfaction with acceptability of indoor air quality, as expressed by the building occupants. At some point in time, the total concentration of airborne volatile organic compounds was proposed, as well.

The trend towards Nearly Zero-Energy Buildings (NZEB) implies the correct execution of classical building works, in line with the NZEB principles of good workmanship, and the use of advanced technologies requiring specific skills of the workforce. Several countries are developing or have already ongoing training and certification schemes for the workforce in place.

  The General Block Exemption Regulation (GBER), which came into force in June 2014, requires EU Member States to allocate support via a competitive and market-based mechanism by 2017. This translates into an increasing use of auctions to determine the level of support for renewables.

This webinar, which will take place on 4 October 2916, from 15:00 to 16:00 CET, will provide a short introduction to the State Aid regulation, as well as to the current progress in auction implementation in EU Member States, past policy discussions on harmonisation and support scheme opening.   Two main open auction types will be analysed: reciprocally opened auctions versus commonly held auctions. Aspects as the degree of coordination and negotiation, burden sharing, scalability, complexity for investors and policy risks will be assessed.

It is expected that in the future it will be possible to increase the share of Renewable Energy Sources (RES) in the markets without providing dedicated economic support. Still, such a ‘phase-out’ of economic support requires that two main conditions are met: firstly, expected future revenues from power markets are sufficiently high to cover generation costs; secondly, the risk tag attached to those revenues has to be acceptable for investors in the energy sector.

  With the Renewable Energy Sources Act 2014 (EEG 2014), the German government has introduced the goal of opening 5% of the yearly installed renewables capacity to installations from other EU Member States. In 2016, a first cross-border pilot auction for ground-mounted PV will be conducted between Germany and Denmark for test purposes.

Ecofys leads a consortium that supports the German Ministry of Economic Affairs and Energy on the reform of the Renewable Energy Act and participates in an international research project on Auctions for Renewable Energy Support (AURES).
