Energy poverty as a concept has a long tradition, and energy subsidies for low-income households have been a major part of social policy in West and Central and Eastern Europe (CEE) as well as former Soviet Republics (CIS). Due to different political and economic circumstances, such as the higher homeownership rate in multi-family apartment buildings (MFABs) and the worse performing building stock, energy poverty rates in Eastern Europe and the CIS are much higher than in Western Europe.

On January 27th , the Government of Ukraine approved a resolution on "Affordable Mortgages": the interest rate on loans was set at 7% per annum, which will operate under the program "Affordable Loans 5-7-9%".
The mechanism provides that the Business Development Fund will compensate the interest rate to 7% per annum on mortgage loans provided to borrowers to purchase housing, in order to reduce its value.

In its new analysis of the Renovation Wave, BPIE (Buildings Performance Institute Europe) urges the European Commission to intensify political coordination and coherence in the implementation phase of the Renovation Wave strategy, to ensure full decarbonisation of the EU building stock in line with EU climate goals.

Successful implementation of the Renovation Wave is highly dependent on the local level, in particular, the access to funding and the application of innovative instruments in municipalities across Europe.
The Our Buildings report stresses the importance of Long-term renovation strategies (LTRS) for local public authorities, and shares good practices of financing, data collection and tailored approaches for renovation.

The construction firm has completed the main works to the Welshpool Church in Wales Primary School that meets the rigorous energy efficiency standards required for Passivhaus certification.
Constructed around a timber frame that was sustainably sourced in Wales, the school has a superior level of insulation and was built to be airtight. It also has a heat recovery and ventilation system and solar panels on the roof to minimise running costs.
