The Intelligent Energy Europe (IEE) funded project Collaboration for Housing Nearly Zero-Energy Renovation (COHERENO), aimed to strengthen collaboration of enterprises in innovative business schemes for realising Nearly Zero-Energy Building (NZEB) renovations in single family owner occupied houses. The municipality of Gunskirchen decided to refurbish the street lighting system to energy-efficient LED technology using EPC, since it recognised that its street lighting system required significant refurbishment work and that the technology currently in use would soon be affected by the phasing out of lamps. The objective of the project was to find a good solution for every street. For the implementation, the municipality hired a planner who carried out a tendering procedure. Five ESCOs were invited to bid and all submitted for the call.

The Municipality wanted to renovate and improve the outdoor lighting installations by providing quality street lighting with improved LED technology, while seeking maximum energy efficiency and minimum maintenance cost.The main objective was to improve the overall situation and energy efficiency of the streetlight system as well as to provide an excellent quality service to the citizens. The municipality was interested in using the EPC model for this project. An open tender was published and ESCOs were invited to submit their offers.
