The STEP-IN project has rolled out living labs for hundreds of energy vulnerable citizens in three locations in the UK, Hungary and Greece through public workshops and free home energy advisor visits, testing different solutions in an iterative process. The tailored support, in some cases combined with monitoring equipment, has allowed households to make important savings by, for example, replacing old appliances or switching energy suppliers.

Set up under the revised EU Emissions Trading System Directive, the Modernisation Fund will allocate around EUR 14 billion from the auctioning of allowances from the EU Emissions Trading System for the period 2021-2030, depending on the carbon price. Every beneficiary Member State has its own share of allowances to be used under the Modernisation Fund, as determined by the revised EU Emissions Trading System Directive.

Energy-efficient buildings have the potential to play a key role in EU energy transition. In the United States, several energy utilities have recently piloted and launched buildings Pay-for-Performance (P4P) programmes making use of possibilities offered by energy metering technologies that provide greater certainty over energy savings and drive improved performance.

Currently, buildings account for 40% of total energy consumption and around 75% of them are energy inefficient, with an annual renovating rate around 0.4-1.2%. EU has established legislative frameworks as EPBD (directive 2010/31/EU and update) and EED (2012/27/EU) in order to increase the energy performance of the buildings and has required the nearly zero energy building (nZEB) target for public buildings starting from January 2019.

The renovation sector is crucial for a sustainable development of the construction market. Buildings account for 40% of the energy consumed today in EU, but annual renovation rates are limited to 0.4/1.2% in Europe. Also, a large share of buildings has more than 40 years and it is not adequately heated, bringing to a low efficiency of the building stock in terms of energy and comfort1.
