This is because they do not see it as a necessity.Miguel Ángel García is an architect and expert in energy efficient buildings and cities at the CARTIF Technology Centre, an applied research institute, located in Valladolid, Spain. He is also the coordinator of the European REMOURBAN project, which will be completed in 2020. It aims to have developed a sustainable and replicable urban regeneration model. On 13 April 2015 step 1 of the first call for proposals of the Interreg CENTRAL EUROPE Programme closed. 620 light applications have been received.  Up to 80 million Euros of co-financing are available for public and private organisations that want to cooperate beyond borders on innovation, low-carbon strategies, natural and cultural resources or transport through this Programme. The co-financing rates available are up to 85 percent depending on the country of origin of applicants.

The European Commission is referring Hungary to the Court for failing to transpose the Energy Efficiency Directive. Under this directive EU Member States must meet certain energy savings targets from 1 January 2014 until 31 December 2020. They have to do this by using energy efficiency obligations schemes or other targeted policy measures to drive energy efficiency improvements in households, buildings, industry and transport sectors. Article 2 of the EPBD recast defines a nearly zero-energy building as “a building that has a very high energy performance, as determined in accordance with Annex I [of the Directive]. The nearly zero or very low amount of energy required should be covered to a very significant extent by energy from renewable sources, including energy from renewable sources produced on-site or nearby”.
