According to Eurostat 2017, 42% of the European population currently live in flats (condominiums, multi-owned properties, tenements, social housing, etc.). Retrofitting condominiums (tenements and flatted buildings) is highly strategic for local authorities, as a large number of private owners can be reached at the same time. The lack of the overall understanding of the impact of energy-efficient investments has made it difficult for policymakers to integrate it into their policymaking process. There is a need to gather evidence on the benefit of energy efficiency in ecological and socio-economic terms.

This report was prepared by the EEA and its European Topic Centre for Climate Change Mitigation and Energy (ETC/CME). The ETC/CME is coordinated by VITO/EnergyVille and is a consortium of European institutes that assists the EEA in providing support to EU policy in the field of climate change mitigation and energy. VITO/EnergyVille was responsible for assessment of progress towards energy efficiency targets.

With a total of 18 topics in these priority areas, the work programme features a new focus on "Buildings in energy transition", highlighting how decarbonisation of buildings constitute the major challenge of the next decade. At the same time, it continues to focus on digital and smart technologies and innovative financing for energy efficiency as well as supporting public authorities and  ensuring the active involvement of consumers in the energy transition.

Europeans spend approximately 90 % of their time in buildings. Living indoors requires energy to maintain the right temperature, to cook and to use electrical appliances. In fact, energy is expected to guarantee a healthy and comfortable environment. Of all the sectors in Europe, the building sector consumes the most energy, and thus emits the most CO2. As a result, policymakers have made buildings a priority in the EU energy policy agenda.

The CoNZEBs project formed the main part of a session at the IAQVEC conference in Bari in September 2019. CoNZEBs project partner held in total 6 presentations including a project overview, different project results and one of the national exemplary NZEB buildings presented in the end-user brochure. The papers are published as open source documents in IOP Conference Series: Materials Science and Engineering, Volume 609.
