Since 2005 the European Union has engaged in a challenging programme of setting energy performance requirements and new energy labels for a wide range of energy-using product groups. At the end of 2013, 21 Ecodesign regulations and 9 labels had been adopted, and 2 voluntary agreements recognised.Measurement methods, also referred to as test procedures, are a fundamental building brick in such a framework. In the EU they are enshrined in EU-wide ‘harmonised standards’.

The International Partnership for Energy Efficiency Cooperation (IPEEC) is an autonomous international forum that provides global leadership on energy efficiency by facilitating government implementation of policies and programmes to yield energy efficient gains.
IPEEC is dedicated to facilitating rapid deployment of clean energy technologies worldwide and promoting information exchange on best practices to facilitate initiatives that improve energy efficiency.

The first certified German-Chinese efficient house in China is an 18-floor residential building in the port of Qinhuangdao in the Hebei Province. The building complies with the new efficiency standard applicable in the Hebei Province that was jointly developed for this climate region by the Deutsche Energie-Agentur GmbH (dena) – the German Energy Agency – and the Center of Science and Technology of Construction (CSTC) which reports to the Chinese Ministry of Construction. The standard exceeds the minimum requirements under the recently tightened German Energy Saving Ordinance.
