Modelling scenarios for development of the energy system is highly dependent on the assumptions. An essential input to any modelling exercise are assumptions about the development of technologies - both in terms of performance and costs. While these assumptions have been traditionally developed by the modelling consultants, based on a broad and rigorous literature review, the Commission is increasingly seeking a review of these technologies by stakeholders to make them even more robust and representative of the current projects as well as experts’ and stakeholders’ expectations.

The Ninth International Forum on Energy for Sustainable Development (the Ninth Forum) provides once again the opportunity to reflect on the implications of the fast-paced energy transition that has become the new normal. As technological innovation and decarbonisation pathways cannot do without social innovation and change, the Ninth Forum seeks to discuss lingering and new challenges and agree on ambitious and concrete measures to close the gap between action and ambition.

District heating (DH) systems are key systems for the de-carbonization of heating energy in European Cities. In order to allow for this transition, while guaranteeing competitive energy costs, conversion of DHs is required.
DH operation temperature needs to be reduced in order to increase the performance of renewable systems and operation criteria needs to be adopted for the introduction of weather-dependent, distributed heat sources such as solar systems.
