Framework agreement for serial and modular construction - for high-quality, fast, cost-effective housing

The results of the first pan-European tendering procedure for serial and modular construction have been announced. Nine bidders were awarded the contract in Berlin today for their innovative housing concepts, from which member companies of the umbrella association of the housing industry can now select GdW. To this end, the GdW, as the initiator of the invitation to tender, signed a framework agreement with the Federal Ministry of Construction, the Federation of the Building Industry and the Federal Chamber of Architects in a joint press conference.


Housing companies throughout Germany will be given the opportunity to realize their new housing projects faster, easier, cheaper and in high quality. In particular, time savings are achieved by anticipating parts of the project tendering and awarding process, as well as the planning of an intended housing construction, through the framework agreement - and by reducing the time required for site construction thanks to the prefabrication of components. From the nine offers of the new framework contract, housing companies can select the model building that suits them, which then only has to be adapted to the existing property.


The offer prices for the nine innovative model buildings range between 2,000 and 3,200 euros per square meter of living space, which is below the average production costs for apartment buildings in Germany. The prices stipulated in the new agreement are valid for five years. Economies of scale are included in the offer for multiple commissioning of a model building. Further cost advantages for serial and modular housing projects are expected in the future due to the increasing prefabrication of components.


From a total of around 50 applicants, 15 participants were selected who subsequently submitted their offers. The concepts were tested and evaluated in a complex procedure by a specially convened evaluation panel, which consisted of experts from the construction and housing industry and the research area from all over Germany as well as representatives of the Federal Ministry of Construction. The final selection of the nine bidders was made on the basis of the results of the evaluation committee by the umbrella association of the housing industry GdW as a contracting authority.


The central requirements of the submitted offers included, for example: attractive architecture, buildings with variable urban planning, minimization of traffic areas, adequate lighting for living comfort and energy efficiency, compact and space-efficient apartment layouts, one-third barrier-free apartments, energy-efficient and sustainable building concepts and high standards Level of standardization in favor of time-saving and cost-saving construction.’
