Friendly House is a nationwide educational programme focused on improving the energy efficiency in buildings. The scope of the program is energy efficient design, modernization, and exploitation of buildings. The actions include promotion of building certification implemented by the European directive 2002/91/EC as well. The programme targets private and corporate investors, tenants, building managers, local authority officers, key professional groups and media.

The new regulation incorporated into the Building Code will be in force from the 1st of January 2009. This means that from this date all buildings, excluding buildings defined in Art. 5 p.7 (such as monumental buildings, temporary used buildings, churches, farm buildings, industrial buildings with energy consumption less than 50 kWh/a, and detached houses with area below 50 m2.) and apartments being sold or rented should have a valid energy certificate. According to Art.5 p. 8, the energy expert should have a higher education with MSc title and, in addition: • have a building license for design or; • finished specialist training and pass exam or; • finished postgraduate studies in the field of building audits and building certification. According to Art.5 p.3 of the updated Building Code, each owner of a building or apartment which is rented or sold, as well as a developer of a new building, should posses and be able to present to the future user/buyer a valid energy certificate. Certificates are valid for 10 years, unless the building is the object of major renovation which changes its energy characteristic. The Ministry of Construction, responsible in Poland for EPBD implementation, decided that all requirements related to the Directive will be introduce into the Building Code. On the 19th September 07, the Parliament accepted the necessary changes and on 5th October 07, the president signed the voted Act. The official version of the new Building Code is presented in the Journal of Acts no. 191, item1373, dated 18th October 2007.
