As of 1 September 2018 energy intensive and inefficient halogen lightbulbs will no longer be sold across the European Union. As a result of these rules, European consumers will be able to save on their household bills and, by addressing this at EU level, this will mean significant EU-wide energy savings – equivalent to the electricity consumption of Portugal over 5 years.

This Inter-laboratory Comparison testing project is one of a series of efficient lighting compliance activities under the United Nations Environment Programme (UNEP)-Global Environment Facility (GEF) en.lighten initiative project “Securing climate change benefits of efficient lighting in Southeast Asia and Pacific economies via MVE capacity building activities”, which is funded by the Australian Government. It was designed in compliance with ISO/IEC 17043, Conformity assessment - General requirements for proficiency testing.

Buildings are crucial targets for lowering emissions. They are what make up our rapidly expanding urban landscapes, their construction and architectural shape in turn shaping everyday human lives. Yet they also represent 32% of global energy consumption and a quarter of global human induced CO2 emissions.

L'iniziativa internazionale "Premium Light Pro" si concentra sulla realizzazione di sistemi di illuminazione a LED ad alta efficienza energetica di livello avanzato (indoor e outdoor) nel settore dei servizi privati e pubblici. L'obiettivo principale di questa iniziativa è quello di sostenere l'attuazione di soluzioni LED efficienti e di alta qualità, con strumenti e servizi adeguati. Il successo dell'implementazione sarà facilitato grazie allo sviluppo di strumenti di policy efficaci, progettati in collaborazione con esperti del mercato, sia lato domanda sia lato offerta.

The Horizon 2020 funded project PremiumLight_Pro (Next-level energy efficient lighting systems in the service sector) aims at addressing the major saving potentials by supporting public authorities in the development of effective policies to facilitate the implementation of efficient new generation LED lighting systems in the service sector.

The municipality of Gunskirchen decided to refurbish the street lighting system to energy-efficient LED technology using EPC, since it recognised that its street lighting system required significant refurbishment work and that the technology currently in use would soon be affected by the phasing out of lamps. The objective of the project was to find a good solution for every street. For the implementation, the municipality hired a planner who carried out a tendering procedure. Five ESCOs were invited to bid and all submitted for the call.

The Municipality wanted to renovate and improve the outdoor lighting installations by providing quality street lighting with improved LED technology, while seeking maximum energy efficiency and minimum maintenance cost.The main objective was to improve the overall situation and energy efficiency of the streetlight system as well as to provide an excellent quality service to the citizens. The municipality was interested in using the EPC model for this project. An open tender was published and ESCOs were invited to submit their offers.

The project SOWA Nieborowska consisted of the refurbishment of the public lighting along the street Nieborowska in Gdansk (Illuminated area: 20,437 m²). The project was triggered by the willingness to improve safety and security by upgrading the street lighting. Initially it was planned to exchange the lighting to sodium lamps with lower capacity. However, this solution was replaced with LED lamps due to innovation and higher energy savings of LED technology.

The street lighting project was originally planned in the municipality of Berg. After Berg and the neighbouring municipality of Rohrbach were amalgamated, the renovation project covered the whole street lighting of the former municipality of Berg and a part of Rohrbach. As a result, more lighting points were renovated than initially planned and agreed upon by the municipality and ESCO (139 instead of 121). The municipality’s main aim was to save electricity and use more efficient lighting technology.
