The European Neighbourhood and Partnership Instrument (ENPI) supports the European Neighbourhood Policy (ENP). Operational since 1 January 2007, it represents the strategic continuity with enlarged objectives of the former cooperation programmes TACIS (for the Eastern European countries) and MEDA (for the Mediterranean countries).

Despite the fact that some key requirements of the EPBD were included in the national laws in all countries, the main responsible bodies defined and key standards approved, the situation in the Energy Community is still characterised by an incomplete legal/institutional framework. The transposition is ongoing through secondary legislation (new or update of regulation that was in some cases based on the old EPBD).

‘In 2011, for the first time, European investments in renewable energies were higher than for conventional fuels. Europe already produces over 3.8 GW from wind power alone!’ said Oettinger, adding that there would be ‘no sustainable economic growth without sustainable energy’. The Commissioner promised ‘more jobs in renewable energy, on top of the million we have already created’.

One might ask why certify at all? The reasons vary from stronger branding with an environmental profile and ensuring a good indoor environment, to energy efficiency and “guaranteed” building quality leading to more tenants and higher occupancy rates which ultimately can give increased financial value of a building. All this leads to an important message which is to understand the certification systems and to be able to compare them on a good level.

Energy Community Energy Efficiency Task Force is an expert group which supports various aspects of implementation of energy efficiency directives (including EPBD) in the Contracting Parties of the Energy Community (Western Balkan countries, Moldova and Ukraine).

It is anticipated that these projects will help the housing administration and local authorities improve their capacity to address climate change and ensure energy efficiency. The three projects installed 33 energy-saving windows in addition to energy efficient solar collectors for electricity generation and water heating. These changes are estimated to reduce GHG emissions by 80,000 tons of carbon dioxide annually. The awareness raising component of the project includes ecological seminars, presentations, trainings and workshops on methods to reduce energy consumption.
