This report by the Emirates Green Building Council (EmiratesGBC), offers a definition for Nearly Zero Energy Buildings (nZEBs) to be used as a reference to support a strategy for the development of nZEBs in the United Arab Emirates (UAE). This report runs in parallel to global trends of transitioning towards a low carbon, low energy economy and subsequent development of nZEBs. As part of this Report, various concepts and global implementations of Zero Buildings were reviewed by EmiratesGBC with a particular focus on nZEBs.

As occupant behaviour can be considered as one of the main drivers of the performance gap, the Horizon 2020 funded TOPAs project (Tools for cOntinuous building Performance Auditing) will focus on reducing the gap from an operational perspective, hence supporting Post Occupancy Evaluation. Quantifying the performance gap is non-trivial, the performance gap is dependent on time and contextual factors, and individual buildings will have a particular performance gap.

The EPB Center (energy performance of a building - EPB) is focused on the international harmonized set of EPB assessment methods and their implementation at national and regional levels. The Center is dedicated to provide stakeholders and interested parties with technical support for the implementation and dissemination of information on the set of EPB standards at national and regional level.
While providing this support the Center will also aim to assist with formulating needs in order to further develop and improve this set of EPB standards.
