The regulatory and business environment in which early-movers operate needs adaptation to deliver a better support for the scaling-up of these business models and to tap the available potential.

The EU imports 53% of its energy needs every year and on the 18th of June, the EU became 100% dependent on foreign energy imports. This comes at a cost of 400 billion per year! With existing buildings accounting for 40% of EU energy needs but wasting 80% through leaky buildings, building renovation is the low hanging fruit to reduce energy waste and become independent from fuel imports.

This paper is based on a review of a cross section of strategies, conducted by the Buildings Performance Institute Europe (BPIE). It attempts to determine whether the requirements set out in Energy Efficiency Directive (EED) Article 4 have been met and assess whether they embody the level of ambition that is consistent with transforming Europe’s existing building stock into a highly energy performing one. Member States are ranked according to their compliance levels.

A recent study published by BPIE found that energy subsidies and direct financial support for household heating cannot provide a long-term solution to the fuel poverty problem. However, vigorous energy renovation measures of fuel poor homes can give a long-term answer to fuel poverty. Case studies of EU countries financing measures against fuel poverty indicate that - even though energy efficiency measures have proven to be the most sustainable solution to the fuel poverty problem - they receive lower funding compared to income and fuel price support schemes.

VELUX has announced the launch of the first reproducible climate renovation project in Brussels, Belgium. A climate renovation is a unique concept in which excellent indoor comfort is combined with high energy efficiency. After experimenting with several demonstration buildings across Europe, the roof window producer will now renovate a house in the garden-city Bon Air in Anderlecht.
