These regulations for England and Wales make amendments to the 2007 and 2011 regulations on the topics of certificates and inspection of air-conditioning systems. They came into force on 5 or 6 April 2012. They ensure the continued implementation in England and Wales of articles 7 (energy performance certificates) and 9 (inspection of air conditioning systems) of the Energy Performance of Buildings Directive 2002/91/EC.

The Energy Performance of Buildings (Certificates and Inspections) (England and Wales) Regulations 2007 (the EPB Regulations) are the Regulations which deal with the duties to provide Energy Performance Certificates (EPCs) when buildings are constructed sold or rented out, the display of certificates (DECs) in certain public buildings and regular inspections of air conditioning systems.
