Article 14 of the Energy Performance of Building Directive (2010/31/EU) requires a regular inspection of heating systems with a boiler of more than 20 kW. As an alternative, Member States may opt for measures that ensure the provision of advice to users concerning the replacement of boilers, other modifications to the heating system and alternative solutions to assess the efficiency and appropriate size of the boiler, provided that these alternative measures have an impact equivalent to regular inspection.

This bachelor thesis aims at defining a precise methodology to facilitate the inspection of air conditioning systems according to the German regulation EnEV 2009 (article 12).The report first examines what are the difficulties and obstacles for the inspection of the different types of existing air conditioning systems in commercial buildings. Then the various steps of the inspection are detailed and described. Finally, the methodology is applied to a real case (the air handling unit of a conference room) in order to assess its feasibility.

In many buildings in Germany, old air conditioning systems operate with costs which are too high and with a potential of energy efficiency improvement that is not easy to define. The inspection of air conditioning systems as required by § 12 of the Energy Saving Ordinance (EnEV) allows for possibilities on how to improve energy efficiency. A comprehensive analysis of the system leads to economic modernization measures that can be proposed to the owner or to the plant operator.

This slide presentation from Vaillant describes the Spanish regulation concerning energy and environmental performance of heating systems.It describes how the Spanish Building Code (Código Técnico de la Edificación - CTE) has transposed the EPBD recast, especially for heating systems. The original publication (2007) has been amended in 2013.A specific regulation about heating systems has also been published in 2007 (Reglamento de Instalaciones Térmicas en la Edificación - RITE) and modified in 2013. The changes are presented in detail.
