Habitat III conference that took place from 17 to 20 October 2016 in Quito, Ecuador, the European Commission has presented three commitments to meet the New Urban Agenda's global objectives. The Agenda, adopted at the conference, contains guidelines to make cities all over the world more inclusive, green, safe and prosperous.

On July 29th 2016, the European Commission released its guidelines for the promotion of NZEBs and best practices that, by 2020, all new buildings are NZEBs.   Nearly Zero Energy -or very low amount of energy requirements- Buildings (NZEBs) represent one of the key measures set by the European Energy Performance of Buildings (EPBD). The concept of nZEBs will apply from January 2021 onwards (from January 2019 for public buildings).

  On 22 July 2016, the European Commission released a fact sheet containing its key decisions of the July infringement package. In this context, the EC has sent a reasoned opinion to Bulgaria to request the correct transposition of all the requirements of the Energy Performance of Buildings Directive (Directive 2010/31/EU) into national law.
