The Regional Energy Efficiency Programme (REEP) provides a combination of financing instruments, technical assistance and policy support to Western Balkans countries that help create a sustainable market for energy efficiency. The countries targeted are Albania, Bosnia and Herzegovina, Croatia, FYR of Macedonia, Kosovo, Montenegro and Serbia.

WeBSEFF - the Western Balkans Sustainable Financing Facility is part of the EBRD's Sustainable Energy Financing Facility (SEFF) family. It provides credit lines to partner banks in the Western Balkans to on-lend to businesses and municipalities wanting to invest in energy efficiency and small-scale renewable energy projects.

Investor Confidence Project (ICP) Europe is developing a suite of building energy renovation roadmaps - Energy Performance Protocols - that aim to reduce transaction costs by assembling existing standards and practices into a consistent and transparent process. These tools then enable a marketplace for building owners, project developers, utilities, public programmes and investors to trade in standardised energy efficiency projects.

Under the European Energy Efficiency Directive 2012/27/EU, EU countries should set up an energy efficiency obligation scheme. This scheme requires energy companies to achieve yearly energy savings of 1.5% of annual sales to final consumers.In order to reach this target, companies have to carry out measures which help final consumers improve energy efficiency. This may include improving the heating system in consumers' homes, installing double glazed windows, or better insulating roofs to reduce energy consumption.

In June 2015, the Albanian Government reached a loan agreement with the German Government for a project that aims to increase the efficiency in the energy sector in Albania. The EUR 40 ml loan from Germany will be allocated by a German bank, say official sources. The project, which is called “Energy efficiency”, will function through the banking system and will offer loans for solar panels.

In July 2015, the Government of Albania announced the opening of power exchange, in an effort to liberalise the electricity supply market and other energy sources in the country. The decision follows the voting of the new Bill on the Sector of Electricity. Furthermore, legal amendments will be made in order to create a new market model.

On 12 May 2015, the Energy Community Secretariat submitted to the attention of the Ministerial Council three Reasoned Requests as the next step in the dispute settlement cases against Albania, Bosnia and Herzegovina, and the former Yugoslav Republic of Macedonia.

Balkan countries, with their vast untapped renewable energy potential, have adopted obligatory binding targets for renewable energy. However, they have been struggling to mobilise capital in order to fund and bring projects to fruition. It is estimated that EUR 2.3 billion is required to finance regional renewable projects of common regional interest (Energy Community, 2013).
