In your list of the 5 reasons for which energy efficiency does not work naturally, you say (as reason #2) that it is impossible to predict (prove) an energy saving by measuring it with a meter before having taken the energy efficiency actions. This is not fully true: energy audits, based on energy consumption measurements together with expert analysis, do allow to predict energy savings with a good accuracy, provided that the scenario of the building use is well defined. Therefore, the main difficulty in predicting energy savings is perhaps the very big uncertainty on the occupants behaviour: why do building occupants never act / use the building as in the prediction scenario?
