Checking the compliance of energy products on the market

The project coordinator of EEPLIANT 3 Concerted Action, Ioana Sandu, explains about this project funded under Horizon 2020 energy efficiency and its main challenges and achievements.

EEPLIANT 3 stands for “Energy Efficiency compliant products” and it is a follow up of a series of older projects, EEPLIANT 1 and EEPLIANT 2, started in 2015. It focuses on the benefits of the energy efficiency regulation and on checking the level of compliance of energy products on the market. The innovative aspect of the project consists in dealing with both vertical and horizontal components of market surveillance of energy efficiency. On one hand, products are sampled to check their level of compliance and, on the other, capacity is built in the members states through the development of IT tools that will help support surveillance authorities’ work.

 

What would you qualify as the biggest challenge of the project? 

 

The biggest challenge comes from the IT work package and the development of IT tools, because it is not clear yet what member states precisely need. Another challenge comes from the product area and the right method to use for the testing. In several products areas, especially ventilation and air conditioning, two or more methods exist and it seems that the results are conflicting or difficult to compare. The discussion is now ongoing in the working group on choosing the method that will give the most reliable and accurate results, so that producers and sellers would be in agreement with test reports. 

 

How do you think Horizon 2020 funding will help you in the development of your project?

 

It is crucial and it is a sine qua non condition. The testing and development of IT tools are very expensive, so without this funding nothing could have been done, as governmental funds are not enough and authorities would rarely engage in collaboration with fellow authorities from other countries. 

 

Market surveillance is of course an obligation for member states, but they can’t afford a testing of such a large amount of products on their own.  With this project and thanks to EU funding, we also managed to build economies of scale so we will have the possibility to achieve better global prices. 

 

What is in your opinion the golden tip for potential beneficiaries, the key to success to get funding?

 

They should have a very clear idea of what project they want to propose, a set of obtainable and clear objectives and a group of partners with whom they have preferable already collaborated and whom they trust in their work. Also, a good communication strategy is crucial to share what the project achieved, otherwise there is the risk that the project is perceived as less good than what it actually is.
