The European Commission has announced that it would release its "Winter Package" on November, 30th.      The long-awaited legislative package is, as E3G consultancy names it, a "once-in-a-decade" set of reforms, containing 4 sets of legislative measures shaping the energy market, use of sources, energy efficiency targets and policies. An updated Energy Efficiency Directive, which will set out the design and implementation plans for a new efficiency target for 2030, alongside a revised Energy Performance of Buildings Directive.

  On 29 September 2016, the European Commission (EC) requested Estonia and Poland to ensure the full transposition of the Energy Efficiency Directive (Directive 2012/27/EU).

Past analyses by both BPIE and the Joint Research Centre concluded that there is room for improvement when drafting the next iterations of the renovation strategies. The Energy Efficiency Directive places energy savings requirements on EU countries' buildings. This includes making central government buildings more energy efficient and requiring EU countries to establish national plans for renovating overall building stock.   National building renovation strategies   EU countries have drawn up strategies to show how they plan to foster investment into the renovation of residential and commercial buildings. The Department of Communications, Climate Action and Environment (DCCAE) of Ireland has launched a public consultation with the aim to seek input on whether the Department should consider any changes to the operation of the next phase of the Energy Efficiency Obligation Scheme (EEOS) which will run from 2017 to 2019.

  In a resolution on the EU Commission’s “renewables progress report”, voted on 23 June 2016 at the European Parliament's plenary session, Members of the European Parliament (MEPs) state that although the EU's renewable energy target -20% of total consumption by 2020- has already been achieved by many EU Member States (MS), there are other MS that lag behind and must do more.   A second resolution, also voted on 23 June, says that in order to achieve the EU's energy efficiency target -a   20% gain by 2020- MS need to implement EU legislation faster, and in full.
