Do you know that Europe is currently failing at making nearly Zero Energy Buildings (nZEBs) the standard? Because they are considered too expensive, and there are too many uncertainties in such projects regarding the return on investment. Dal 2021, tutti gli edifici nuovi o soggetti a una ristrutturazione importante di primo livello dovranno essere a fabbisogno di energia quasi zero (nZEB).
Negli stessi casi gli edifici pubblici daranno l’esempio, rispondendo ai requisiti nZEB già dal 2019. Alcune regioni e province autonome hanno già anticipato tali scadenze.

Answering the need of clarification of the Member States, the EU commission released a document with the recommendation for implementing the amended EPBD into national operative laws.
Full transposition and effective implementation of the amended EPBD is fundamental to support the achievement of 2030 energy efficiency targets and to put the Union on track for the full decarbonisation of national building stocks by 2050.

The buildings sector contributes nearly 40% to global energy-related annual GHG emissions (IEA/UNEP, 2018). Final energy demand from buildings is predicted to increase 50% by 2050 compared with 2015 levels under business as usual scenarios due to rapid urbanization and the doubling of the built surface area. Effective decarbonization of the buildings sector is therefore critical to meeting the Paris Agreement Goals and exceeding the current level of ambition in Nationally Determined Contributions (NDCs).

In the recast Energy Performance of Buildings Directive (EPBD, 2010/31/EU), the term Nearly Zero-Energy Building (commonly abbreviated as NZEB) was introduced and defined as a “building that has a very high energy performance… the nearly zero or very low amount of energy required should be covered to a very significant extent by energy from renewable sources, including energy from renewable sources produced on-site or nearby
” (Art. 2).

The Recast EPBD Article 9 requires Member States to ensure that all new buildings are nearly zero-energy buildings (NZEBs) by 31 December 2020, and new buildings occupied and owned by public authorities are NZEBs after 31 December 2018.

This report provides an overview of the main outcomes of the discussions that took place from March 2011 to March 2015 under the Concerted Action (CA) EPBD, on the national application in practice of the framework definition of Nearly Zero-Energy Buildings (NZEB) and on the national plans for increasing the number of NZEBs.
