We are today at an important moment in the way we design our districts and cities. Optimising our energy consumption and developing new renewable energy sources has become a key challenge in Europe. One of the most promising solutions requires the decentralisation of our energy production.

The heat being wasted across Europe could cover 100% of our buildings’ needs. District heating and cooling networks can utilise excess heat available from various sources, including excess heat from urban facilities (i.e. data centres, sewage collectors, cooling systems of tertiary buildings, underground stations). However, due to some regulatory challenges, lack of large-scale replicable demonstrators and appropriate financial support schemes this opportunity is wasted.

The energy and carbon footprint of urban areas will increase with urbanisation and the growing economic activity of urban citizens.   The decarbonisation of cities and city districts presents an imperative and an obvious area of priority.   Districts, in particular, have specific opportunities to drive the decarbonization efforts as they know best about their local needs and locally available infrastructure and resources.

With more than 80% of the heat delivered to buildings coming from obsolete, inefficient and polluting boilers, decarbonising this sector is crucial. A steep increase in the current 20% share of renewables in heating and cooling is required, together with improving the efficiencies of our heating and cooling systems, in order to achieve the Paris Agreement goals.

The objective of COOL DH action is to support cities in their endeavor to plan and deploy new, efficient district heating and cooling (DHC) systems and extend, refurbish existing ones to higher standards. Thus allowing greater uptake of renewables, recovering of excess heat or cold while improving the overall efficiency of the systems.
