The constant supply of energy is something we often take for granted. Securing that energy supply is vital. It ensures our homes are heated – or air-conditioned – that we can phone, use lights and computers and that our hospitals, public transport and other essential services, like water distribution, function.   How does the EU contribute to assure energy security to its nearly 500 million citizens? And what happens if the security of that energy supply is threatened?

Collectively, buildings in the EU are responsible for 40% of our energy consumption and 36% of greenhouse gas emissions, which mainly stem from construction, usage, renovation and demolition. Improving energy efficiency in buildings therefore has a key role to play in achieving the ambitious goal of carbon-neutrality by 2050, set out in the European Green Deal.

On 1 January 2020, the Electricity Regulation EU/2019/943 entered into force. An important part of the new electricity market design, agreed under the Clean energy for all European’s package, the regulation establishes the fundamental principles for an efficient electricity market.

Following the Paris Agreement, the EU has committed to reducing annual greenhouse gas (GHG) emissions by 40% and 80% comparing to 1990 levels by the years 2030 and 2050 respectively. However, limiting global warming to 1.5°C above pre-industrial levels requires higher ambitions and a rapid transition across sectors to a sustainable, low-emission energy system based on shared, integrated solutions. Close cooperation across all levels of government and civil society is essential to meet these objectives.

Based on Commission proposals published in November 2016, the Clean energy for all Europeans package consists of eight legislative acts. After political agreement by the Council and the European Parliament in 2018 and early 2019, these acts are expected to enter into force by summer 2019, although EU countries have 1-2 years to transpose the new directives into national law.

The  H2020 project ExcEED (European Energy Efficient building district Database) is funded by the European Commission and aims at collecting data coming from new, modern and energy efficient buildings (such as energy performance, CO2 emissions, etc.). The project answers the need for transparency and comparability of energy performance calculations.
