Retrofitting Europe’s buildings for energy efficiency is not enough to slash the carbon footprint of the construction sector and cut emissions in time to meet the Paris climate agreement goals, according to Dr Catherine De Wolf, assistant professor of design and construction management at TU Delft in the Netherlands.
She says that we need to design buildings to make them recyclable – but doing this will require a fundamental restructure of the construction industry.

In its recent Renovation Wave, the European Commission outlined its vision on making Europe’s current building stock more energy efficient and sustainable by at least doubling the annual energy renovation rate of buildings by 2030.
Without any doubt, Europe has a unique opportunity to rethink, redesign and modernise our buildings to make them fit for a greener, more digital society, that generates a sustained economic recovery and creates better and healthier homes.

Abstract: The energy performance of buildings directive requires from the European Union Member States to ensure that by 31 December 2020 all new buildings are nearly zero-energy buildings (NZEBs) and after 31 December 2018, new buildings occupied/owned by the public authorities should also have the NZEB perfor-mance.

Could you describe the project and its objectives?
The objectives of the NEWCOM project are twofold. First, we are supporting the development of training schemes for enabling construction workers and building professionals to build according to the nearly zero-energy building standard and second, we are preparing a basis for the mutual recognition of the developed training schemes.

Set up under the revised EU Emissions Trading System Directive, the Modernisation Fund will allocate around EUR 14 billion from the auctioning of allowances from the EU Emissions Trading System for the period 2021-2030, depending on the carbon price. Every beneficiary Member State has its own share of allowances to be used under the Modernisation Fund, as determined by the revised EU Emissions Trading System Directive.
