The project will guarantee 40% reduction in real energy consumption and will cut greenhouse gas emissions by a factor of 4. Worth 9 million euros (4 million euros of energy renovation works and 5 million euros of internal renovation of the accommodation), the project qualifies for optimised funding through State financial mechanisms to aid social housing, specifically the decree concerning the share-out of energy savings. Works will be launched early in 2011, and are scheduled to last 24 months.

The municipalities aim to achieve carbon neutrality, i.e. to decrease their greenhouse gas emissions by a minimum of 80 percent from the 2007 level by 2030. One of them has adopted an even more ambitious objective: a 30 percent reduction on the 2007 emissions level by 2012. In 2008, the municipalities participating in the Carbon Neutral Municipalities (Canemu) project  -  Kuhmoinen, Mynämäki, Padasjoki, Parikkala and Uusikaupunki -  took immediate and concrete steps to cut emissions.

This statement is the result of a common initiative between the European Council of Real Estate Professionals (CEPI) and the International Union of Property Owners (UIPI). Both organisations have national member associations which sometimes have divergent opinions. However, CEPI and UIPI have acknowledged common interests in the field of energy performance of buildings and in particular in identifying solutions to finance the cost of the required work.

DOE also released the Workforce Guidelines for Home Energy Upgrades, a comprehensive set of guidelines for workers in the residential energy efficiency industry. The guidelines will help develop and expand the skills of the workforce, ensuring the quality of the work performed, while laying the foundation for a more robust worker certification and training program nationwide. Vice President Biden made the announcements at a Middle Class Task Force event, highlighting the progress that has been made on implementing the recommendations of last year's Recovery through Retrofit report.
