Energy or “fuel” poverty is a term used to describe the situation a household finds itself in when it is not able to afford the energy bills for its everyday needs, such as heating, lighting and hot water. This is only one of many potential difficulties faced by people living on low incomes, but has become the subject of particular attention all over Europe with rising energy costs, and energy bills forming such a large part of household expenditure.

It includes the rural parts of Stirling now being done in addition to the original plan for the whole city, the whole of the Orkney Isles and the remaining parts of the Western Isles. The measures will cut average energy bills by £61 a year and by £2,445 over the 40 year lifetime of the insulation. Top-ups will be offered free to everyone who already has loft insulation that is not up to the recognised standard. A third of all the heat lost in an uninsulated home is through the walls. Typically, a quarter of the heat in an uninsulated home is lost through the roof.

Kitchen extensions were the most popular home improvement (13%), closely followed by conservatories (12%) and attic conversions (10%). Shelter and RIBA released the research to coincide with the launch this week of Architect in the House, a successful fundraising initiative now in its 14th year, in which architects nationwide offer free hour-long consultations to the public in return for a £40 suggested donation to Shelter. So far, the scheme has raised over £1 million for homeless and badly housed families and helped 50,000 homeowners realise their home improvement aspirations.
