I know such systems are more widely available in Europe than in North-America, for example in PassivHaus designs, and I am wondering what the experience with them has been so far:

A cost optimal model will only take into account the costs. It will not take into account the energy used. So the question that arises is whether this (cost) optimal is a (energy) sustainable optimal. In my view it would be useful to understand how much energy it takes to save energy. Does anyone know why this is rarely discussed? Did anyone ever ask its insulation supplier how much energy it cost to produce the insulation materials?

The EPBD recast text, published today in the Official Journal, states (art. 9) that by the end of 2020 all new buildings should be "nearly zero - energy buildings", i.e. with very high energy performance and their energy requirements covered by renewable energy sources to a significant extent. Member States are expected to draw up plans for increasing the number of nearly zero-energy buildings, however an exact, numerical definition of nearly zero is not given, allowing space for national interpretations.

When you want to quantify the amount of energy saving contributed by a energy efficient ventilation systems in relation to the total energy use of a building there a lot of differences within Europe. There is for example differences between the Netherland and Belgium how they handle ventilation systems with heat recovery. There are a lot of developments going on but what are successful methods to assess these ventilation systems?

In my view, social (especially low income) housing could be an excellent candidate for Third Party Financing: normally great energy saving potential, increased need for improved indoor conditions, but no money to invest. As in many countries's social housing projects the legal entity and the related legal  framework for TPF are already in place, what are the experiences from realised or studied examples? And how to deal with the unstable human factor?

I am trying to find out if Energy Performance Certification is covered by the current Intelligent Energy Europe Call 2010 funding opportunities. In fact I don't see certification under the programme's component "energy efficient buildings".
