Based on needs assessments and good practices analysis, the PUBLENEF partners developed policy roadmaps in 12 cities and regions from across Europe to implement energy efficiency pathways towards sustainability. In the frame of the European Week of Regions and Cities, a dedicated conference explored the capacity of local and regional authorities to lead the transition to an energy efficient society.

On 13th November European Parliament completed the parliamentary approval of half of the eight legislative proposals in the 2016 Clean Energy for All Europeans package, following the Energy Performance in Buildings Directive, which came into force on 9 July.

The COMBI project aimed at quantifying the multiple non-energy benefits of energy efficiency in the EU-28 area. It gathered existing approaches and evidence from the EU area and developed modelling approaches. Global energy demand grew by 2% in 2017 after two years of low growth. An increase in energy using activities across many countries, regions and sectors outweighed ongoing progress on energy efficiency. Global energy intensity fell by 1.7% in 2017, the smallest annual improvement this decade.

The EPBD targets are tough but clear enough and it’s now up to member states to enforce these commitments. The risk of the directive being ineffective is high if countries and local authorities do not enforce it correctly.   “The EPBD was only the first step on the road to make our European building stock better,” said the Parliament’s rapporteur on the EPBD, Bendt Bendtsen, during REDay2018, passing symbolically the mantle from EU policymakers to national authorities in charge of implementing it.
