One of the key aims of the Estonian Union of Cooperative Housing Associations (EKÜL) is to provide information on opportunities to achieve energy savings in buildings by arranging a variety of information days, training sessions and round table discussions aimed at representatives of housing associations in Estonia. EKÜL organises seminars for the housing managers of owner-occupied apartments blocks, outlining innovative refurbishment measures and the savings they can result in and the possible funding opportunities.

Marie Donnelly, who is now in charge of the directorate responsible for - New and Renewable Sources of Energy, Energy Efficiency and Innovation at DG ENER recently outlined a couple of the blocking points when it comes to energy efficiency – They included the fact that although everyone agrees that energy efficiency is a good idea, there is no denying the fact that You Have to Spend to Save! and that the Financial Sector, with some exceptions, is not yet buying in to its full potential to the Energy Efficiency Agenda.

Members of Swedish national municipal housing federation SABO, leader of the Swedish POWER HOUSE platform agreed together on an achievable energy consumption target of 20% by 2016 signed a commitment, assigned an energy contact person and then got going on identifying what they term ‘energy thieves’ in the buildings they manage, which house one in seven Swedes.
