The first stakeholder meeting of the EPBD Article 19a feasibility study will take place in Brussels on 24 June 2019.
The feasibility study is a one-year contract awarded by the European Commission, following Article 19a of EPBD Directive (EU) 2018/844 which amended Directive 2010/31/EU on the energy performance of buildings and Directive 2012/27/EU on energy efficiency.
The stakeholder meeting is an important milestone of the feasibility study, in the process of assessing the need, possibilities and timeline for the potential introduction of EU provisions in relation to:
a) the inspection of stand-alone ventilation systems
b) an optional building renovation passport
The meeting consists of two independent parts, each addressing one of the two study issues:
The morning session (10:00 – 13:00) focuses on the “inspection of stand-alone ventilation systems”, sharing preliminary outcomes of the study, the relevant online survey, as well as related field analyses, to give an overview of the state of the art regarding regulations, standards and guidelines available in the EU and beyond, as well as the stock of ventilation systems and their performances. Existing approaches and those currently under development will be presented and stakeholders will discuss the feasibility and expected impact of potential relevant measures at EU level.
The afternoon session (14:00 – 17:00) will focus on “building renovation passports” and will discuss the concept, present results from the stakeholder survey, and introduce an overview of existing building renovation passport schemes and initiatives. Experiences from existing building renovation passport approaches will be presented in detail. The stakeholders will be asked to contribute their understanding of and opinion about the building renovation passport and its relevance and potential.
