As a scientist at the Karlsruhe Institute of Technology's Institute for Technology Assessment and Systems Analysis (ITAS), Stelzer is responsible for developing recommendations for construction professionals from the many individual CONCERTO project experiences in the CONCERTO Premium meta-project.

The Technical Guidance Document F sets out the minimum requirements on energy performance of buildings in the Maltese islands. It deals with conservation of fuel and power, resistance to the passage of heat, solar overheating, control of heating and cooling systems, artificial lighting systems and conservation of rain water.

The scope of these regulations is to transpose Directive 2010/31/EU of the European Parliament and of the Council on the energy performance of buildings and to give effect to its provisions. The regulations promote the improvement of the energy performance of buildings within the European Union, taking into account outdoor climatic and local conditions, as well as indoor climate requirements and cost-effectiveness.
