BackgroundEco-Innovation is funded via the Competitiveness and Innovation Framework Programme (CIP) and has a budget of about €220 million for the period 2008 to 2013. It supports technologically-proven products that help make better use of Europe's natural resources. Eco-Innovation is a green strand of the CIP and contributes to the Eco-Innovation Action Plan (EcoAP). The programme is managed by the Executive Agency for Competitiveness and Innovation (EACI).

ODYSSEE MURE is a project coordinated by ADEME and supported under the Intelligent Energy Europe Programme of the European Commission. This project gathers representatives such as energy Agencies from the 27 EU Member States plus Norway and Croatia and it aims at monitoring energy efficiency trends and policy measures in Europe.For more information, please click here.

The European Neighbourhood and Partnership Instrument (ENPI) supports the European Neighbourhood Policy (ENP). Operational since 1 January 2007, it represents the strategic continuity with enlarged objectives of the former cooperation programmes TACIS (for the Eastern European countries) and MEDA (for the Mediterranean countries).

Despite the fact that some key requirements of the EPBD were included in the national laws in all countries, the main responsible bodies defined and key standards approved, the situation in the Energy Community is still characterised by an incomplete legal/institutional framework. The transposition is ongoing through secondary legislation (new or update of regulation that was in some cases based on the old EPBD).
