Context of the ProjectThose were the ingredients required by UNOPS in the tender presented. The design of the Preliminary Plan of the building, presented by the winning consortium, an international group composed of Terradas Arquitectes (architecture), Trama TecnoAmbiental (engineering), from Barcelona and Régis Coté Associées Architectes from Quebec (architecture) met all the expectatios and the design was rated Leed Platinum.

This specification is intended to be a guide for designing an Active House, as a building that combines energy efficiency with specific attention to the indoor climate and focus on user’s health and well-being. The scope of this specification is residential buildings. The Active House specification is intended to be a guideline for construction and design industries at an international level. It seeks innovative approaches at technical levels whilst introducing goals of architectural quality and environmental design responsiveness and still securing energy efficiency.

The aim, the Minister said, is to ensure sustainable access to and utilisation of renewable and energy efficient equipment, within the private sector. He indicated that if the pilot is successful, additional resources will be made available, emphasising that "guarantees have been put forward."
"That application has been made. We have applied for additional funding from the World Bank for up to US$4.5 million for this and other programmes. We anticipate approval as soon as the current initiatives prove successful," Mr. Robertson stated.

To capture the progress that is being made towards a decarbonised built environment at the national level, RICS commissioned the Environment Institute at University College London to develop a new index: the Global Zero Carbon Capacity Index also known as the ZC2 Index. The purpose of this index is to highlight which countries are developing the capacity to make progress towards the aspirational goal of a zero-carbon built environment.
