The Energy Efficiency Directive 2012/27/EU (the EED or the Directive), adopted in 2012, forms a key part of the EU's overall climate and energy legislative package, laying down the foundation for actions to be taken in order to help realise the energy efficiency potential of the European economy. All EU Member States are required to implement policy measures that improve energy efficiency at all stages of the energy chain from production to final consumption.

National Energy Efficiency Action Plans (NEEAP)s set out estimated energy consumption, planned energy efficiency measures, and the improvements individual EU countries expect to achieve. Under the Energy Efficiency Directive, EU countries must draw up these plans every three years.
This document is the 2017 update of the NEEAP for France. It shows measures taken to save energy in buildings. It includes information about the regulations and the incentives for energy efficient new or renovated buildings.

The initiative „Energieeffizienz Netzwerke“ (energy efficiency networks) of the Federal Ministries BMWi (Federal Ministry for Economic Affairs and Energy) and BMUB (Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety) aims at establishing knowledge platforms with industry, crafts, commerce and energy business. The initiative within the framework of the national energy efficiency action plan (NEEAP or German “NAPE”) started in 2014 and includes now more than 1,000 enterprises.

The objective of this brochure is to present an overview of European actions undertaken in the field of energy efficiency. The introduction presents the main EC policies implemented and the past energy efficiency trends. The document then details an outline of the most illustrative measures implemented by end-use sector. Findings are described in 11 thematic chapters, each divided into three sections.

Open Regional Fund for South East Europe - Energy Efficiency is implementing the project under the working title Monitoring and Verification Platform (MVP) in the South East European countries on behalf of the German Ministry for Economic Cooperation and Development (BMZ). This report summarises the findings within the Concerted Action (CA) of Member States’ experiences in writing the 2nd National Energy Efficiency Action Plan (NEEAP) and its role in the policy process in different countries, covering both successes and challenges. Regardless of their specific role in different countries NEEAPs play an important role in all Member States. In general NEEAPs raised the profile of energy efficiency in Member States and provided an impetus for increased cooperation between authorities.
