In 2018, the European Union set itself the target to achieve a 32.5% energy efficiency improvement by 2030. Member States have to set indicative contributions and notify policies and measures to reach the mandatory 0.8% annual energy savings in their National Energy and Climate Plans.
This document presents a first assessment of national contributions and annual energy savings notifications.

As part of the final month of the #GreenDeal4Buildings campaign, Renovate Europe has produced two complementary briefings looking at the issue of financing deep energy renovation. This briefing focuses on the need for strong policy, the potential of public-private partnerships, and the particular challenges of financing renovation in the residential sector.

As part of the European Green Deal, the Commission will put forward a comprehensive plan to increase the EU’s 2030 climate target in September this year. The plan will propose to increase the EU’s current 2030 target of at least -40% greenhouse gas emission reductions to at least -50% and towards -55%, compared to 1990 emission levels.

Within the 2030 climate and energy framework, the European Union (EU) has committed to several key targets for 2021-2030. The overall target for 2030 is to cut the energy system greenhouse gas (GHG) emissions by at least 40% as compared to the 1990 levels. Furthermore, the Renewable Energy Directive requires a binding minimum share of 32% of renewable energy for final energy use as EU-average. The Energy Efficiency Directive sets an indicative target of at least 32.5% improvement in energy efficiency by 2030 at EU level versus the projections.

With an ambitious EU Green Deal on the table, providing secure, affordable and low carbon energy stays high on the priority list of local authorities to increase air quality and reach their energy and climate targets in 2030 and establish new ones by 2050. With heating and cooling (H&C) responsible for 50% of the final energy demand in Europe, decarbonisation of the sector will be crucial to reach those targets.

Building on its climate change mitigation policies and greenhouse gas emissions reductions over recent decades, the EU aims to become the world's first climate-neutral economy. Achieving climate neutrality will help Europe contribute to the Paris Agreement objectives of limiting global temperature increase to well below 2˚ C above pre-industrial levels and pursuing efforts to limit the temperature increase to 1.5˚ C, but will require substantial change across Europe.

The EEA report ‘Trends and projections in Europe 2019 — Tracking progress towards Europe’s climate and energy targets’ presents analysis of the EU progress towards the 2020 and 2030 targets for climate and energy. The analysis is based on official statistics on energy and GHG emissions up to 2017; preliminary data for 2018, including the 'approximated EU GHG inventory'; and national projections of GHG emissions reported in 2019.
