The European Commission aims to analyse the competitiveness of the European heating and cooling industry. Four case studies of successful and competitive deployment of heating and cooling solutions at a city level from selected organizations support this analysis. The case studies aim to illustrate how competitive renewable energy technologies such as solar-thermal, biomass, biogas and heat pump are in the context of different local factors across Europe, and what are their impacts on local communities.

European Technology & Innovation Platforms (ETIPs) have been created by the European Commission in the framework of the new Integrated Roadmap Strategic Energy Technology Plan (SET Plan) by bringing together EU countries, industry, and researchers in key areas. They promote the market uptake of key energy technologies by pooling funding, skills, and research facilities.

According to Eurostat 2017, 42% of the European population currently live in flats (condominiums, multi-owned properties, tenements, social housing, etc.). Retrofitting condominiums (tenements and flatted buildings) is highly strategic for local authorities, as a large number of private owners can be reached at the same time. The ETC/CME is coordinated by VITO/EnergyVille and is a consortium of European institutes that assists the EEA in providing support to EU policy in the field of climate change mitigation and energy. VITO/EnergyVille was responsible for assessment of progress towards energy efficiency targets.
