The information on this website is subject to a disclaimer, a copyright notice, and a privacy statement, related to personal data protection.
This electronic service is a tool created by the European Commission which aims to share and promote existing knowledge, guidelines, tools, and best practices for energy-saving measures in buildings across Europe. At the same time, it aims to inform and update the market about the legislative framework in terms of goals, practical implications, and future revisions.
BUILD UP is a European Commission initiative funded and managed by the European Climate, Infrastructure and Environment Executive Agency (CINEA).
The electronic service is provided by NTT DATA under a service contract with the European Climate, Infrastructure and Environment Executive Agency (CINEA) on behalf of the European Commission (contract number – CINEA/2021/OP/0002).

Your personal data is processed in accordance with Regulation (EU) No 2018/1725 1 on the protection of individuals regarding the processing of personal data by the Union institutions, bodies, offices, and agencies and on the free movement of such data.

The following entities process your personal data on our behalf as contractor: NTT DATA Belgique (https://nttdata-solutions.com/bnl/privacy/), acting as prime contractor; European Academy of Bozen-Bolzano (https://www.eurac.edu/it/static/privacy-policy), acting as subcontractor; Université Libre de Bruxelles (https://www.ulb.be/en/legal-notice), acting as subcontractor; and TIPIK Communication Agency, (https://www.tipik.eu/privacy-statement), acting as subcontractor.
The legal basis for the processing activities are: Article 5(1)(a) of Regulation EU 2018/1725 since processing is necessary for the performance of a task carried out in the public interest, and Article 5(1)(d) of Regulation EU 2018/1725 based on your explicit consent for personal data (marked as non-mandatory in the registration form) indicated below. Specific references are made to the Basic Act of Horizon 2020 as well as the creation and delegation acts of CINEA and Financial Regulations [1].
The following personal data are collected: In addition, users can choose to complement their profile with their title, function, organisation, professional e-mail address.
Types of personal data:
- Identification data such as name, surname, country, and e-mail address (marked as mandatory for the purpose(s) outlined below
- Function
- Contact details (e.g., e-mail address, business telephone number, mobile telephone number, fax number, postal address, company and department, country of residence, internet address)
- Curriculum: expertise, techni,cal skills and languages, educational background, professional experience including details on current and past employments
The purpose(s) of this data processing are the operation, maintenance, improvement, and promotion of the BUILD UP interactive web portal as follows:
Communication and dissemination activities such as:
- Further development of the BUILD UP members section, including profiles of registered BUILD UP users
- Further development of the BUILD UP social media channels: LinkedIn, Twitter, YouTube
- Provision of newsletters, e-mail shots, and similar direct marketing services to users who subscribe to these services
- Organisation of online events such as webinars for registered users
- Support CINEA with the organization of events, liaising with speakers, registration of participants, reporting on the event, interviewing speakers and attendants, etc.
- Statistical purposes in relation to website usage and security
The recipients of your personal data will be CINEA and European Commission staff in charge of BUILD UP, staff of CINEA contractors in charge of BUILD UP, the registered users of the electronic service, the public only for the directory, and bodies charged with monitoring or inspectionthe tasks in application of EU law (e.g., internal audits, European Anti-fraud Office – OLAF).
Personal data will not be transferred to third countries or international organisations.
The processing of data will not include automated decision-making (such as profiling).
Your personal data will be kept for a maximum period of 36 months from after the cancellation of the BUILD UP account. Data will be automatically deleted at the end of this period.
You have the right to access your personal data and to request your personal data to be rectified, if the data is inaccurate or incomplete; where applicable, you have the right to request restriction or to object to processing, to request a copy or erasure of your personal data held by the data controller. If processing is based on your consent, you have the right to withdraw your consent at any time, without affecting the lawfulness of the processing based on your consent before its withdrawal.
Your request to exercise one of the above rights will be dealt with without undue delay and within one month.
Your right to information, access, rectification, erasure, restriction or objection to processing, communication of a personal data breach of confidentiality of electronic communications may be restricted only under certain specific conditions as set out in CINEA restriction decision: Decision SC (2020) 26 of 14 October 2020 on internal rules concerning restrictions of certain rights of data subjects in relation to the processing of personal data published in the Official Journal of the EU n° L 045 of 9 February 2021 .
